Contractor Overview

The RAY Program is a core part of Los Angeles County’s Department of Youth Development (DYD) mission to advance equity through prevention, early intervention, and reentry—rooted in youth development. As a grant-funded partner, PHCA is seeking a California-licensed LCSW or LMFT, or a BBS-registered Associate Social Worker (ASW) or Associate Marriage and Family Therapist (AMFT), to provide part-time, remote clinical consultation services as an independent contractor.

The contractor will meet with program staff weekly via Zoom for case consultations and will be available on an as-needed basis to support the team in addressing the clinical needs of youth participants. Services will include conducting mental health screenings and offering clinical consultation on complex cases involving mental health, crisis response, or care coordination.

The contractor will provide ongoing clinical guidance by assisting program staff in identifying service gaps, troubleshooting barriers, and strengthening care planning efforts.

This role is fully remote, ideal for a clinician who values flexible scheduling and has a passion for serving youth navigating reentry and justice system transitions. The contractor will manage their own schedule and coordinate availability with program staff for weekly consultation and collaboration.

What You’ll Do

  • Provide clinical consultation to program staff supporting youth participants with behavioral health or trauma-related needs.
  • Provide input on care plans, service linkages, and youth engagement strategies.
  • Conduct mental health screenings with youth participants as needed or upon request.
  • Facilitate and participate in weekly case consultations to support care planning, service navigation, and trauma-informed strategies for youth participants.
  • Document services rendered in accordance with professional standards and program goals.

Qualifications

Required:

  • Active, unrestricted California licensure as an LCSW or LMFT, or active registration as an Associate Social Worker (ASW) or Associate Marriage and Family Therapist (AMFT) with the California Board of Behavioral Sciences (BBS)
  • At least 6 months of experience working with justice-involved or high-needs youth
  • Familiarity with trauma-informed care and community-based behavioral health
  • Ability to work independently in a remote environment and collaborate with a team
  • Effective communication, consultation, and time management skills

Preferred:

  • Knowledge of LA County mental health, reentry, or youth justice systems
  • Experience in consultation roles or supporting multidisciplinary teams
  • Bilingual (Spanish-English)

Contractor Terms

  • This is a 1099 independent contractor role
  • Contractor is responsible for their own taxes, insurance, and business expenses
  • Compensation: $50/hour, for 5 hours per week, invoiced semi-monthly
  • Contractor must maintain active California licensure or BBS registration, along with appropriate professional liability coverage.
  • Scheduling is flexible, with availability coordinated based on program needs

Note About Licensure and Supervision

This independent contractor role does not provide clinical supervision or hours toward licensure with the California Board of Behavioral Sciences (BBS).
